BHB RESPONDS TO LEVY BOARD EXPENDITURE CUTS




Commenting on expenditure cuts imposed by the Levy Board yesterday, BHB Chief Executive Greg Nichols commented:

"The precipitate actions of the Levy Board were completely unnecessary and will lead to an evaporation of industry confidence in its ability to make the right decisions.


"BHB made a fully-costed, alternative two-stage proposal to the Levy Board which was endorsed by all of the industry's stakeholders. This constructive proposal, designed to ensure that the financial position was looked at over the whole of the remaining life of the Levy Board, would have meant, among other things, no reduction in prize money at all in 2003, providing stability across the industry.


"The first stage involved the Levy Board accepting expenditure cuts proposed by BHB of £15.1m, none of which would take effect before 1st January 2004. The second stage would have involved a further review of expected 2003/04 levy income and expenditure to be performed by the end of October 2003, by which time further information from bookmakers on the year to date would have been available.

"BHB made a strong case that Levy income between now and the end of the Levy in March 2005 could amount to an additional £14m, which the bookmakers acknowledged as a possibility based on trading to date this year and on their admission that they had ignored the 100 plus fixture movements and around 70 extra fixtures in the 2004 Fixture List.


"BHB therefore argued that to make £6m in cuts in 2003 rather than to review the matter in three months' time when more information was available was wrong for three reasons: it was unnecessary, it flew in the face of a united racing industry view as to how the cuts should be made and it would do unnecessary damage to National Hunt Racing.


"This ill-conceived response to the current pressures on levy income amplifies why it is inappropriate for decisions on the allocation of Racing's income to reside with a statutory authority rather than directly with Racing itself, which negotiated the data deal in the first place."
