RESULTS OF ENQUIRIES HEARD BY THE DISCIPLINARY COMMITTEE OF THE JOCKEY CLUB TODAY




Stephen Hunter and Michael Chapman

The Disciplinary Committee of the Jockey Club, on 10th January 2002, held an enquiry to establish whether or not Stephen Hunter, the rider of LA PERLA, had committed a breach of Rule 153(iii) of the Rules of Racing, in the light of Jockey Club Instruction H9 headed 'Use of the Whip', concerning his use of the whip when riding in the betdirect.co.uk Selling Stakes at Southwell on 17th December 2001. This matter was referred to the Stewards of the Jockey Club by the Southwell Stewards following their enquiry of the same day. They also considered whether or not Michael Chapman, the trainer of LA PERLA, had committed a breach of Rule 221B (i) in the light of Instruction H9 concerning whether he gave adequate instructions or instructions that if obeyed would or could lead to a violation of the Instruction.

The Committee considered evidence from Hunter and Chapman. It also viewed video recordings of the race.


The Committee found Hunter to be guilty of improper riding and in breach of Jockey Club Instruction H9 headed 'Use of the Whip' in that he used his whip on a two year old with excessive force, frequency and in the incorrect place. The Committee was of the opinion that the video recording of the race did not support Hunter's view that he was not hitting the filly with excessive force, frequency or in the incorrect place.


The Committee suspended Hunter for 12 days from Friday 18th January to Thursday 31st January on days on which flat racing is scheduled to take place. They noted that Hunter is attending the British Racing School for six days for training in February.


They found Mr Chapman to be in breach of Rule 221B (i) in the light of Instruction H9 in that he had given inadequate instructions to Hunter on his use of the whip and imposed a fine of £200 upon him.


Note: The matter was referred to the Disciplinary Committee because racecourse stewards are instructed to take such action if, in their opinion, an offence under Instruction H9 warrants a suspension of more than 7 days.

Neil Pollard

The Disciplinary Committee of the Jockey Club held an enquiry on 10th January 2002 to consider whether or not Neil Pollard, a licensed jockey, had committed a breach of Rule 66 (vi) of the Rules of Racing, in the light of paragraph 1.10 of the Jockey Club Protocol and Rules for the Testing of Riders for Banned Substances and Procedures for Notifiable Medications, in respect of his failure to provide a sample off-course, having been requested to do so by an Independent Sampling Officer from UK Sport, on 31st July 2001.


Having considered the evidence, including a statement from Pollard, who was legally represented, and Mr Derek Stevens, the Independent Sampling Officer, the Committee found Pollard not to be in breach of Rule 66 (vi) in that his failure to provide a sample was not due to a refusal on his part, but the result of a misunderstanding over the required procedures relating to the taking of the sample.


Note: Neil Pollard was selected for random testing at York on 15th June 2001, but due to traffic problems, missed his intended ride, and did not attend the meeting. If a rider is unable to provide a test at the racecourse, he/she may be required to undergo 'off-course' testing.



APPEAL TO BE HEARD BY THE DISCIPLINARY COMMITTEE OF THE JOCKEY CLUB TOMORROW

The Disciplinary Committee of the Jockey Club, on 11th January 2002, will consider an appeal lodged by Andrew Reid, the trainer of DISPOL EVITA, placed first in the Littlewoods Bet Direct On 0800 329393 Selling Stakes on 8th January 2002, against the decision of the Lingfield Stewards to find that DISPOL EVITA, had accidentally interfered with BATTLE LINE placed second, that the interference had improved DISPOL EVITA's placing, and to alter the placings.




£100,000 INTEREST-FREE LOAN FOR NEW OWNERS' & TRAINERS' FACILITY AT PERTH




The Levy Board has agreed to make a £100,000 interest-free loan to Perth Racecourse which will help with the cost of a new facility for owners and trainers.


Perth has made substantial efforts in recent years to increase prize money and ensure that there is a good racing surface at the course.

These moves were made in order to encourage as many owners and trainers as possible to make the often long journey to the Scottish course, the most northerly in Britain, and have proved very successful.

Over the past five years there has been an increase in the number of owners and trainers attending of between 41% and 82%, depending on the meeting.


The Perth Committee wants to maintain this level of increased attendance and feels that facilities for owners and trainers must be improved.


A new Owners' and Trainers' Suite offering a lounge bar, dining facilities and reception area will be constructed immediately adjacent to the parade ring and saddling boxes, and will also be close to the weighing room.

Owners and trainers will be able to directly access the new facility from the car park and they will be welcomed in the reception area. The building will also contain dedicated toilet facilities, a kitchen and a bar store.


In line with the rest of the buildings at Perth Racecourse, the new one will be a timber-framed construction. The total project cost is £178,000.


Work on culverting the adjacent stream is due to commence this month and should take around three weeks. Construction is scheduled to take place immediately after this and should be finished in time for the start of Perth's racing season on April 24.


Sam Morshead, Clerk of the Course and General Manager at Perth, said: "Perth welcomes this interest-free loan from the Levy Board towards our new Owners' and Trainers' Suite. We have already made substantial progress in attracting more owners and trainers to Perth and the new facility should ensure that this continues."
